American Mediates Ukraine Discussions in the UAE as White House Seeks for Settlement
High-level discussions involving American, Russian, and Kyiv officials are underway in Abu Dhabi this Tuesday, representing the most recent step in initiatives to broker a peace agreement to end the protracted war in Ukraine.
High-Level Representatives and Opening Discussions
American military Secretary Dan Driscoll reportedly held talks with a Russian delegation on Monday night, with dialog extending into Tuesday.
“Discussions are progressing positively and we maintain hope. Secretary Driscoll is closely synchronised with the White House ... as these talks progress,” an official representative commented.
Ukraine’s top intelligence official, Kyrylo Budanov, was scheduled to take part in the proceedings, though the exact format was uncertain whether face-to-face engagement with Moscow’s representatives would take place or if distinct one-on-one sessions would be held.
Identity of the Moscow group was not immediately clear. “I have nothing to say. We are following the media reports,” a Kremlin spokesperson informed official outlets.
Context and Revised Proposal
The current talks follow recent discussions in a European nation where US and Ukrainian representatives modified a draft American plan for ending the war.
Russia has so far not accepted the latest draft of the proposal and is not expected to agree to many of the Kyiv changes.
Russia’s foreign minister, Sergei Lavrov, emphasized that any modified peace plan must reflect the “spirit and letter” of what was covered during previous summit talks between both countries.
International Responses and Concerns
European leaders are apparently struggling to stay engaged in the negotiations as US officials take the lead.
Finland’s president, a European figure, who has stepped forward as a key mediator between the US and European leaders, stated that the immediate future would be decisive in attempts to reach a peace settlement.
He reportedly spoke with Kyiv’s leader and the alliance representatives, stating that “The future of Ukraine is for Ukraine to decide, and while European security matters are for Europe to resolve.”
At the same time, the France’s president, the French official, warned against a peace deal that would represent a “capitulation” for Ukraine.
“The current proposal indicates what Moscow might find acceptable. But does this imply it should be endorsed by Ukraine and Europe? Certainly not,” he declared.
Specifics of the Original US Proposal
The US proposal was reportedly made up of 28 points and was drawn from dialog between American and Moscow officials, with contributions from Ukrainian security authorities.
Major aspects of the proposal allegedly involved:
- The nation relinquishing areas currently occupied by Russia
- Additional zones that would be required to be voluntarily surrendered
- Restrictions on the size of the military forces
- Amnesty for all sides in the war regarding war crimes

American official reportedly traveled to Kyiv to brief the Ukrainian president on the plan and press rapid acceptance.
This demand, coupled with the disclosure of the proposal, apparently took by surprise Kyiv and EU authorities.
The Ukrainian president reportedly that the nation was facing one of the most difficult moments in its history and was being compelled to decide between “surrendering honor or sacrificing a vital partner.”
Later, Driscoll informed alliance ambassadors on the proposal in the capital, with one participant labeling it as “a disastrous gathering” and noting that EU officials were stunned by both the substance and tone of the delivery.
The US administration later moderated its stance, stating that the comprehensive proposal was an “initial basis for negotiation” rather than a final ultimatum.
Security Situation During Negotiations
While peace talks continue, Moscow has continued its nightly attacks on Ukrainian cities.
Moscow’s forces reportedly fired dozens of projectiles and many of drones at targets in and around the capital, according to Kyiv reports.
The Ukrainian president emphasized that the Kremlin must not believe it could win the conflict while talks were underway.
“The priority is coordinated diplomatic movement among all partners, through shared endeavors. Pressure on Russia must deliver results,” he affirmed.
The capital’s leader confirmed that seven people had been fatally injured in the recent assault on the capital.
